I had thought that it would be the complete set, but it is not. It does have a linkable table of contents to the Banis of Guru Nanak ji, which is a nice thing.

MacAuliffe had extensive access to manuscripts of the Sikh sacred writings (the Granth), as well as support from Sikh scholars and leaders of the time.
